Another major winter storm wreaked havoc across eastern Kentucky February 20th and 21st. This storm caused significant ice and snow accumulations across the area, along with flooding in several counties around the area. The bulk of the snow was confined to the counties along the Virginia border, where more than a foot of heavy wet snow fell in places. On September 18, 2004 at approximately 10:47 pm EST, a 20 year old man drowned while attempting to drive his vehicle through flood waters on Highway 459, near the junction of Bull Run road, 5 miles southwest of Barbourville. The road was closed at the time of the incident.
