Widespread rainfall totals between 2 and 3 inches over a 48 hour period led to flooding across the Belmont County. A bridge, about 2 miles south of St. Clairsville, was under water from the Little McMahon Creek. Parts of Route 148 were flooded from the Captina Creek in the southern part of the county.Debris and mud washed onto railroad tracks near Powhatan Point.
