Heavy rainfall of three to six inches occurred during the night and morning hours across much of east central and southeast Louisiana. Many parishes experienced flooding of rural secondary roadways, and street flooding occurred in many communities. Substantial flooding occurred in several areas where the heavy rain overwhelmed the drainage capacity .
