3 inches of rain fell on already saturated soil, causing flash flooding. In the city of Austin, parks were underwater and several streets closed when the Cedar River and Dobbins Creek overflowed their banks. Flood waters forced the closure of Interstate 90 near Austin, which happened only twice previously when two 100 year floods occurred within 10 days of each other in 1978. Flood waters also caused damage to crops and homes in the Le Roy and Racine areas.
