Plentiful tropical moisture spread into central Arizona ahead of a tropical depression named 16-E, creating a very moist and unstable atmosphere. As a low pressure system moved eastward across Arizona on September 22nd, scattered thunderstorms developed and some of the stronger storms generated intense rainfall which produced episodes of both urban flooding and flash flooding in the greater Phoenix area during the evening hours.
