Flash Flood — Graham, AZ

Tropical depression 16 E formed about 90 miles west of Cabo San Lazaro, Mexico during the afternoon of September 20, then moved northeast becoming a remnant low centered just southwest of Nogales by September 21. Abundant tropical moisture contributed to heavy rain and flash flooding on the 21st. As mid level flow increased on the 22nd, severe thunderstorms developed and one tornado occurred.
