Warm and moist air over the region, coupled with weak disturbances in the upper atmosphere, triggered periods of thunderstorm activity across Central New York during the afternoon. Heavy rainfall, in excess of 4 inches over only 3 hours, caused localized flash flooding and road washouts in the area.
