An upper level trough was over the Rocky Mountains, and an upper ridge was over the southern half of the country. A frontal boundary moved through the Permian Basin during the afternoon hours. There was good moisture across the area, and winds were increasing in the upper atmosphere leading to more lift. These conditions contributed to flash flooding developing across the Permian Basin.
