A rich plume of mid to upper level moisture was across West Texas and southeast New Mexico along with an approaching upper level disturbance. This disturbance increased lift over the region, and plentiful moisture aided in the development of storms with heavy rainfall. These conditions allowed for flash flooding and strong winds to occur in West Texas.
