A weak cold front moved southeast across eastern Ohio and western Pennsylvania the afternoon and evening of the 28th. While some wind damage was reported, more significant flash flooding occurred over portions of Allegheny and Fayette counties in Pennsylvania, with the widespread flash flooding across Bullskin Township in Fayette county, including the town of Connellsville.
