A slow moving thunderstorm system developed across the Rio Grande Plains and South Texas Brush Country during the overnight and early morning hours. The slow moving convection became nearly stationary and backbuilt across Zapata County. An estimated five to eight inches of rain fell, resulting in flash flooding in and near the city of Zapata.
