On the morning of September 28th Tropical Storm Matthew formed near the islands of Saint Lucia and St. Vincent on the southern end of the Windward Island chain, moving west. During the afternoon of September 29th Matthew increased to hurricane strength over the open Caribbean Sea while continuing to drift west.
