Heavy rains from the combination of a stalled frontal boundary and remnant low pressure area that was Tropical Storm Julia from September 19th through September 21st, resulted in the Cashie River exceeding major flood stage. Widespread flooding occurred in and around Windsor from Wednesday, September 21st into Sunday, September 25th.
