An upper low became nearly stationary over the Ohio valley providing a favorable environment for showers to develop and track north across the area. Bands of heavier showers pushed across the upper James River basin into Bath County while other storms tracked across parts of the New and Roanoke River basins. The highest 24-hour rain gage totals ending 12z on the September 30th were very impressive especially over the upper James basin (mainly Bath and Alleghany counties) where 5 to 7+ inches of
