Heavy rainfall of 3 to 4 inches during the past 3-4 days had pre-saturated the soils across Essex County. During the afternoon of July 1st, a series of heavy rain showers and thunderstorms moved across southeast Essex County delivering very heavy localized rainfall that caused some scattered flash flooding.
