An upper trough moved over the Central Plains, and there were a couple of surface boundaries across the region. Afternoon heating, along with clearing skies, helped to destabilize the atmosphere. These conditions, along with very rich moisture, allowed for heavy rain and flash flooding to develop across the Permian Basin.
