A strong low pressure system moved out of the lower Mississippi Valley early on the 23rd, crossing eastern Kentucky around sunrise. Moisture from the Gulf of Mexico surged north ahead of the system, resulting in a prolonged period of moderate rainfall which started during the afternoon of the 22nd and tapered off late on the 23rd.
