A moist southeast upslope flow into the Blue Ridge escarpment resulted in development of moderate to heavy rain that began around midnight on the 16th and continued for much of the next 18 hours. Total rainfall of 3 to 6 inches resulted in minor flooding across portions of Oconee County.
