There was an upper trough over West Texas that extended from northern Mexico northeast to the Great Lakes region. A couple of remaining thunderstorm outflow boundaries were across the area, and there was good moisture present. These conditions resulted in a thunderstorm that produced a landspout across the northeast Permian Basin and flash flooding in Scurry County.
