Widespread rainfall of three to six inches fell along and just south of the Interstate 20 corridor of East Texas and Northwest Louisiana from the late evening hours of November 11th through the early morning hours of November 12th, including the Wallace Lake Basin in Southern Caddo and Northern Desoto Parishes. As a result, moderate flooding developed on Wallace Lake shortly after midnight on November 13th, which crested at 154.0 feet around midnight on the 14th, and fell below the 151 foot floo
