As an area of low pressure and its associated warm front approached the region from the south, precipitation overspread the New York City metro area during the early morning hours of September 28th. With precipitable water values around 2 inches and much of the rain falling in just a few hours over an urban area, this resulted in isolated flash flooding in New York City.
