A low pressure system moved through the Great Lakes on the 23rd and 24th. This brought a prolonged period of light to moderate rain to the middle Ohio River Valley. This rain fell on several inches of snowpack, melting it through the day on the 23rd. Generally an inch of rain fell, which combined with the snow melt and created minor flooding across southeast Ohio.
