A surface low pressure system passed from the Great Plains into the Northeast Feb. 10th to 12th and continued to deepen as a upper level trough amplified over the Midwest. Cold air was already present across PA/WV/MD/OH region, which supported scenario with snow changing to freezing rain and then rain.
