Low pressure developed over eastern North Carolina on March 21. The low moved northeastward and offshore early on March 22, and began to rapidly intensify off the mid-Atlantic coast. Many areas received 1 to 2 inches of rain from this storm. Due to the rapid strengthening of the storm and an astronomically high tide, widespread minor to locally moderate coastal flooding occurred, mainly during the evening high tide cycle on March 21.
