A coastal low formed along the North Carolina coast and tracked northward toward the Delmarva on the 21st. Heavy rainfall spread northward in advance of the low and then wrapped around the backside of the low as it tracked further north. Prolonged moderate to heavy rainfall resulted in around two inches of rain across the District of Columbia, leading to flooding.
