Showers and thunderstorms trained over the same area as they developed along a cold front just to the north. The training convection led to heavy amounts of rain in a short period of time for areas near the Appalachian Mountains in West Virginia. The heavy amounts of rain caused creeks and streams to rapidly rise out of their banks.
