A back door cold front shifting southwest through northeastern New Mexico interacted with abundant moisture and instability beneath an upper level high to generate slow-moving showers and thunderstorms with heavy rainfall on July 28, 2019. A round of heavy rainfall over the Ute Park burn scar on July 27th set the stage for an elevated flash flood threat on the 28th.
