A nearly stationary boundary set up near the Potomac River weak low pressure developed along the boundary. There was plenty of moisture in place from the Atlantic and Gulf of Mexico, and this combined with instability to produce very heavy rainfall rates in convection that developed. Convection was maximized around the boundary across near the Potomac River, and this led to several instances of flooding.

A large low pressure system moved from the Ohio Valley into the Middle Appalachians on November 29. Southerly winds brought moisture into the region. Prolonged heavy rainfall occurred in the Eastern West Virginia Panhandle. This heavy rainfall lead to flooding in some areas.

On September 18, 2003, Hurricane Isabel made landfall on the North Carolina Coast. It moved northwest across Virginia and by 5 am on September 19, the center was over the heart of the eastern panhandle of West Virginia. Fortunately the storm had greatly weakened by this point.

A weak cold front settled over the forecast area from June 23 until June 27. Waves of low pressure rode northeast along the front. Flow in the atmosphere was parallel to the boundary, producing several rounds of training echoes.
