Isolated to scattered monsoon thunderstorms developed across higher terrain locations to the east of Phoenix on September7th. Some of the stronger storms produced locally heavy rains with peak rain rates well in excess of one inch per hour. Shortly after 2100MST a trained spotter in Globe measured just over one half inch of rain in just 20 minutes. The heavy rain led to an episode of flash flooding 5 miles to the east of Tortilla Flat that also affected the Woodbury burn scar. At 2215MST a meson
