Remnant moisture from tropical cyclone Raymond and a pair of upper level lows led to the development of a zone of slow-moving moderate to heavy rain showers and thunderstorms. A few storms trained over the same areas resulting in high rainfall amounts over a short period, which led to flash flooding with running washes and water over roadways in parts of eastern Riverside and Imperial counties of southeastern California.
