Several cold fronts passed through southeast Ohio in the span of a few days, resulting in flooding due to both excessive rainfall and a rise in rivers, creeks, and streams. Numerous roads were closed in various counties across this portion of the state due to high water as well as flooding of low-lying areas adjacent to the rising rivers.

Periods of moderate to heavy rain occurred on February 17th into the 18th in response to a passing cold front. Southeast Ohio took the brunt of precipitation, resulting in 1 to 2 inches of rainfall accumulations.
