Remnants of Tropical Storm Bertha moved across West Virginia during the early morning hours of the 28th. This surge of tropical moisture resulted in a brief window of flash flooding in Kanawha County during the predawn hours, where 1 to 2.5 inches of rain fell. A trained spotter in Roane County observed a nearby creek rising out of its banks for a brief period of time, resulting in minor flooding issues.
