Tropical Storm Fay tracked northward along the New Jersey coast before passing west of New York City. Several rounds of heavy rain occurred over the New York City metro area as the storm approached. This rain developed in a tropical airmass, with precipitable water values over 2 inches, resulting in numerous reports of flash flooding. Rainfall totals ranged from 1-3 inches across northeast New Jersey, with the ASOS in Caldwell, NJ reporting 2.75 inches, Newark Airport reporting 2.68 inches, and
