Above normal rainfall across Southern Missouri and Northeast Arkansas brought the Black River to record-setting levels from mid-March to the end of March. The record setting levels put pressure on many levees in the area causing a few breaks. Numerous roads were closed due to the flooding and many homes were inundated with flood waters.

A very warm, moist, and unstable airmass was in place across the Mid-South ahead of an approaching cold front. Dewpoints ranged from 75 to 80 degrees across the area. As the cold front sagged south, an upper-level disturbance pushed into the region, causing an increase in shear.

Heavy rains continued to occur across the Mid-Mississippi Valley into the Ohio Valley during the beginning part of May. In addition, spring snow melt across the Dakotas and Minnesota continued to create higher than normal river levels on the Mississippi River.
