An upper level low was over the Texas panhandle. There was a weak frontal boundary across the area along with outflows from earlier thunderstorms. High moisture was across the Permian Basin and Lower Trans Pecos east of the dryline. These conditions resulted in thunderstorms that produced hail, flash flooding, and wind damage across the Permian Basin and Lower Trans Pecos.
