An upper level disturbance crossed through the area from the west on August 19th, leading to periods of moderate to heavy rainfall expanding in coverage throughout the day. Due to the rainfall received with the remnants of Tropical Storm Fred the previous day, the already saturated ground became more vulnerable to flash flooding issues. The most significant during this time was the observance of high water flowing over several roads in Athens County.
