Thunderstorms formed during the afternoon and evening of the 12th in an environment of moderate CAPE and moderate shear southeast of a stationary front. Thunderstorms initially formed as single cells, then formed into multicell clusters later in the event over the Lower Susquehanna Valley. Further north slower moving storms brought flooding around Mansfield in Tioga County.
