A frontal boundary, coupled with an extremely warm and humid environment, produced another day of slow moving, torrential downpour producing thunderstorms over Central New York. Approximately, 1 to 3 inches of rain fell in a short amount of time. The Southern Tier was again hit with major impacts from flash flooding of local creeks, streams and overwhelmed storm drainage systems.
