Tropical Storm Elsa tracked across the eastern portion of the area during the morning hours of July 9, with heavy rainfall north and west of the storm's center resulting in flash flooding across portions of Long Island and the Lower Hudson Valley. Rainfall totals ranged from 1.5-4 inches, highest across Long Island. New York State Mesonet stations measured 3.27 inches in Wantagh and 3.44 inches in Stony Brook.
