Showers and thunderstorms developed in the vicinity of a stalled frontal boundary. With weak steering flow and precipitable water values approaching 2 inches on the 12Z Upton sounding, this resulted in widespread flash flooding across portions of urban northeast New Jersey during the mid to late afternoon hours.
