Warm and humid air was stagnant over New York with a stationary frontal boundary positioned along the New York-Pennsylvania border. Thunderstorms developed along this boundary, and repeatedly moved over the same locations. Locally heavy rainfall caused flash flooding over parts of the Southern Tier.
