A continued monsoonal weather pattern resulted in scattered, slow-moving thunderstorms across the region. Localized flash flooding was reported in low-lying areas of I-10 and within normally dry draws.

An upper level low pressure was to the west of the region which aided in atmospheric lift over Southeast New Mexico and West Texas. Convergence was also over the area which allowed for more lift. An abundance of moisture was in place. These conditions resulted in flooding across Culberson County.
Flash Flood — Jun 28, 2021
An upper level low pressure system was over the Arizona and New Mexico border. There was a stationary front across the area which provided additional lift over West Texas. Abundant moisture was continuing to move into the region. These conditions resulted in rain and thunderstorms developing and moving over the same areas producing flash flooding across West Texas.

Weak upper ridging was to the west of the region. Decent moisture and lift were across the area allowing for light showers across southeast New Mexico and along and west of the Upper Trans Pecos in West Texas. The soils remained saturated and rivers were high so flooding continued for portions of southeast New Mexico and West Texas.

There was moisture coming into the region from Tropical Storm Odile over northern Mexico/southern New Mexico. This made the air mass very moist.
