A severe thunderstorm occurred over Cheyenne Wyoming in Laramie County on 1 August.

With the monsoonal pattern continuing, heavy rainfall over the Mullen Fire Burn Scar area resulted in flooding of various streams and creeks. The Mullen Creek rose 3 feet at A Bar A Ranch in Carbon County from heavy rainfall upstream.

Heavy rainfall occurred over portions of the Mullen Fire Burn Scar area leading to evidence of debris flow in the backcountry wilderness during the afternoon of the 11th.

Slow moving thunderstorms produced very heavy rainfall with observed totals of two to four inches. Runoff on saturated grounds caused flash flooding across portions of Albany, Carbon and Platte counties.

Debris carried down by runoff from heavy rainfall clogged a drainage culvert on a small section of Highway 130, resulting in the water washing away the pavement around the culvert shortly after midnight on July 19. Four fatalities occurred when one vehicle drove into the washout, with its driver escaping injury. A emergency vehicle also drove into the washout, but the driver was able to escape.
