An area of low pressure was over New Mexico and helped to bring lift and monsoonal moisture into Southeast New Mexico and West Texas. Along with abundant moisture and lift, instability was also in place. These conditions lead to rain and thunderstorms which moved over the same areas resulting in flash flooding.
