A mid-level trough extended northeastward from northern Mexico through the Permian Basin. Enhanced atmospheric lift and rich low and mid-level moisture were across West Texas and Southeast New Mexico. These conditions contributed to heavy rain. This rain moved over saturated soils and resulted in flash flooding across parts of West Texas and Southeast New Mexico.
