An upper level disturbance moved northward from Mexico and provided lift over West Texas. Low-level moisture had increased across the area which contributed to higher instability. Wind shear was also fairly high across the area. The instability was hindered somewhat by cloud cover but was enough for storms to develop and move through Brewster County. These storms produced a flash flood and a severe wind gust.
