Rain and thunderstorms developed on the afternoon of February 16th ahead of a low pressure system and surface cold front. Earlier that morning, a round of thunderstorms swept through eastern Kentucky, priming the area for potential flooding concerns as heavier rain was anticipated heading into the afternoon.
