Slow-moving low pressure over Northeast Pennsylvania was the focus for a constant stream of heavy rain-producing thunderstorms during the overnight hours. A quick rainfall of 2.5 to 3.5 inches caused swollen streams and areas of flooding. Water washed out several roads and infiltrated a mobile home park near Hallstead, PA forcing several people from their homes in the middle of the night.
