A broad area of upper level cyclonic flow dominated the weather pattern on August 13th with amble moisture and cool air aloft. This allowed for strong potential instability and wind shear in the atmosphere. Once daytime heating occurred, scattered storms quickly began to develop across most of the state. A few thunderstorms quickly became severe with isolated storms bringing damaging hail and winds from York to Somerset County. In addition, localized flooding resulted from scattered showers
