Late afternoon and evening rainfall on September 9th, associated with outer bands from approaching Tropical Storm Francine, saturated the ground from Brownsville to South Padre Island. A Persistent band formed toward daybreak on the 10th and persisted through mid morning, dropping additional heavy rainfall. Total rainfall from the entire episode ranged from 5 to nearly 8 inches, with an estimated 3 to 5 inches falling during the early to mid morning of September 10th. Urban flooding was noted
